How to apply

The Donostia International Physics Center (DIPC) is looking for candidates to hire a graduate for the position of Public Procurement and Administration Technician. The successful candidate will provide support to the DIPC administration staff.

The role

Functions, among others:

  • Direct preparation of tender documents and other documentation required for public tenders.
  • Evaluation of bids and drafting of contracts derived from tenders.
  • Filing, monitoring of execution and administrative management of tenders, contracts and purchases derived from framework agreements.
  • Preparation and communication of contract extensions.
  • Preparation and publication of minor contracts.
  • Management of incidents related to contracting files: modifications, termination of contracts, subrogations, application of penalties, appeals, etc.
  • Preparation and review of any legal documentation of the centre (agreements, collaboration agreements, etc.).

In addition, the candidate will participate in the day-to-day administrative tasks and document management of the centre.

The candidate will work under the supervision of the DIPC Administration, HR and Legal Department.

Desired background & competences

Education: Degree/University degree in Law, ADE or similar. Other qualifications with demonstrable experience in the area will be considered.

Minimum experience: at least one year in a similar position.

Languages: Demonstrable high level of English, spoken and written, accredited.

Skills valued:

  • Master's degree completed, or in progress, in procurement management in the public sector or equivalent.
  • Command of administrative legislation on procurement (including the Public Sector Contracts Act).
  • Experience in e-procurement platform.
  • Basic knowledge of accounting.
  • Legal knowledge for the drafting and analysis of contracts and agreements in a Public Sector environment.
  • Command of the necessary computer applications for the optimal development of the job position.

Personal requirements:

  • Ability to work to deadlines.
  • Willingness to perform multifunctional tasks in terms of function and responsibility.
  • Ability to work in a team and self-organising capacity.
  • Ability to interact with staff at all levels: researchers, heads of research groups, funding bodies and project managers.
  • Initiative.
  • Availability for immediate incorporation.

Selection process

Applications will be evaluated by a Committee appointed by the Director of the DIPC according to the following criteria (with the weighting in percentage of the final score indicated in brackets):

  • CV of the candidate (50%)
  • Cover letter (10%)
  • Personal interview (40%)

In order to pass to the personal interview phase, it will be necessary to obtain a minimum of 40 out of 60 in the evaluation of the CV and cover letter. Likewise, those profiles that, in the committee's opinion, do not meet any of the requirements for the job position will not be evaluated.

The final resolution of the selection process will be published on the DIPC website as soon as possible.

The DIPC may revoke its decision if the candidate fails to join by the appointed time, in which case the position will be awarded to the candidate with the next highest score, provided it is above 50 (out of 100).

However, the selected candidate may keep the position if, in the opinion of the Selection Committee, the candidate duly justifies the reasons why he or she cannot join before the specified deadline, and as long as the project allows it.
